All the guards Miles encounters in the original game are dead, discounting Stephenson and the Tact team that tries to kill him. This is clearly not the case in Whistleblower. The player is allowed to interact a great deal more with these characters, both before and after the mass breakout. There's the guard who argues with the orderly/intern about the short wave radio, the one who strangles the inmate and hides in his cell, the one in the corner near the gas chamber valve, and two dudes hiding in the cellblock where Waylon first encounters Charlie Walker. Let's not forget the Murk Tactical members you see trying to storm the asylum at the end.
